Roc360 itself doesn't take loan applications from investors. It's a New York holding company that owns several lending brands. You might see Roc360 on a press release, CIVIC or Finance of America Commercial on an application, and Roc Capital behind a private lender's quote. They all belong to the same company. If you're an investor applying yourself, you apply at CIVIC (civicfs.com) or FACo (facolending.com). Roc Capital funds private lenders and brokers.
Roc360 and Roc Capital: one company, two names
Roc Capital funded its first investor loan as a private lender in 2014, according to Roc360's company timeline. In January 2020 it announced on Business Wire that it had formed Roc360 as a holding company. The release said lending "will continue to operate under the Roc Capital brand," with property insurance and title insurance sitting alongside it.
In 2023 Roc360 bought two investor lenders:
- Finance of America Commercial (FACo). Finance of America disclosed the asset sale to Roc Capital Holdings LLC in a February 21, 2023 SEC filing. Roc360 took the operating business. Previously originated loans stayed out of the deal. The price was an earnout capped at $30 million.
- CIVIC Financial Services. On May 23, 2023, Roc360 announced it had bought CIVIC's origination assets from PacWest Bancorp. Existing loans and loan servicing were excluded. National Mortgage News reported the next day that Roc360 acquired the brand, trademarks and website, and that the deal did not include CIVIC's employees.
Roc360's site also lists Haus Lending as a direct lender, plus ElmSure (property insurance) and Tamarisk Appraisals. On October 8, 2026, hauslending.com redirected to facolending.com.
In a May 12, 2026 statement, Roc360 said it had directly funded more than $20 billion across 50,000 loans since 2014. Counting loans its acquired brands made before Roc360 owned them, it puts the total above $35 billion.
Which Roc360 brand makes your DSCR loan
- CIVIC (civicfs.com) and FACo (facolending.com). Roc360 labels both "Direct Lender." Each site has an application for investors and a broker program.
- Roc Capital (roccapital.com). The homepage headline reads "Capital Provider for Private Lenders," with two buttons: "I am a Private Lender" and "I am an Originator." Roc Capital offers table funding and white-label loan documents, so a private lender can close a loan in its own name with Roc Capital's money.
Roc360's published DSCR rental loan terms
All three lending sites post a single-rental DSCR term sheet. The numbers match almost line for line. Read October 8, 2026:
| Roc Capital | CIVIC | FACo |
|---|---|---|---|
Minimum DSCR | 1.05x (gross rent / PITIA) | 1.05x | 1.05x |
Minimum FICO | 660 | 660 | 660 |
Max LTV | 80% purchase and rate-term; 75% cash-out | Same | Same |
Loan amount | $75K to $2MM | $75K to $2MM | Page lists both $75K to $2MM and $75K to $2.5MM |
Term | 30 years | 30 years | 30 years |
Rate options | Fixed and adjustable; fully amortizing or partial IO | 30-year fixed; 5/6, 7/6, 10/6 ARMs; fully amortizing or partial IO | Same as CIVIC |
Experience | Not required | Not required | Not required |
The same sheets also state:
- The borrower must be an entity, and every loan is full recourse.
- Eligible properties: single-family homes, 2-4 units, warrantable condos, townhomes and PUDs. One property per loan, up to four units.
- Rural properties are not permitted.
- Foreign nationals can borrow up to 65% LTV.
- For leased units, underwriting uses the lower of in-place rent and market rent. Vacant units count at 90% of market rent.
- You need 90 days of ownership to use appraised value instead of your cost. FACo's page shows 180 days in a second box.
- None of the three lends in North Dakota, South Dakota or Vermont. CIVIC says it lends in 47 states and DC.
CIVIC also publishes a rental portfolio (blanket) loan. It asks for a 680 FICO and a 1.05x DSCR measured on net cash flow, with at least 90% of units occupied. The maximum loan is $2MM and each property must be worth at least $72K. It excludes vacation and seasonal rentals.
FACo's FAQ says 5+ unit residential multifamily properties are eligible for financing. The single-rental loan stops at four units.
None of the sites publishes prepayment penalty terms, cash reserve requirements, closing costs or lender fees. CIVIC's portfolio page says it offers "several different options" for prepayment without listing them. The single-rental pages don't mention short-term rentals.
The 5.39% starting rate and other Roc360 costs
Roc Capital, CIVIC and FACo each advertise DSCR rates "starting as low as 5.39%" (October 8, 2026). The fine print calls it the lowest rate offered and says your rate depends on FICO, experience, period of ownership and other factors. The term sheets list the interest rate as "Call for quote." CIVIC and FACo add "DSCR Zero point options available" without saying what that does to the rate.
FACo publishes one cost offer. It credits up to $850 of the upfront appraisal fee at closing for new Roc360 customers. Its terms say the fee is "Nonrefundable if the loan doesn't close."
Who services a CIVIC or FACo loan
Neither 2023 deal moved existing loans to Roc360, so your servicer depends on when you closed.
- FACo. The FAQ sorts it by loan number. Loans from "Finance of America Commercial by Roc 360" have 5-digit numbers, and those borrowers go through their account executive. Loans with 10 or more digits closed under Finance of America, whose own team still handles servicing and payoffs.
- CIVIC. Loans made before May 2023 stayed with PacWest. PacWest merged into Banc of California on November 30, 2023. In an October 22, 2024 filing, Banc of California said it "closed the sale of $1.95 billion of Civic loans in July" 2024. We did not find a public source naming who services those loans now.
Roc Capital and Roc360 reviews

CIVIC Financial Services, a Roc360 brand, has a 1.5 TrustScore on Trustpilot across 768 reviews (civicfs.com profile, October 8, 2026). Reviewers who praise CIVIC mention creative loan and portfolio options, responsive loan officers, and access for first-time investors. Complaints describe closing delays and last-minute term changes, fees or clauses borrowers say weren't disclosed, and slow communication. These reviews cover CIVIC, including loans made before Roc360 bought it in 2023. They don't cover Roc Capital or FACo.
Roc360 licenses and enforcement record
A search of news and regulator sites on October 8, 2026 turned up no public enforcement action naming Roc360, Roc Capital, CIVIC or FACo. The brand sites' footers say a Roc360 affiliate holds state licenses, including California Finance Lender (DFPI License 60DBO-69051), Arizona Commercial Mortgage Banker (CBK-1002735) and Florida Mortgage Lender Servicer (MLD1778).

Where our review info comes from
- We don't rate or score companies. There is no ConsumerAdviser score, star rating, or ranking formula.
- Ratings shown are public reviews. When we show a rating, it is the company's rating on the named third-party site (for example Google, Trustpilot, or the Better Business Bureau), with the number of reviews and the date we checked. Each one links to the source so you can see it for yourself.
- We never combine sources. Each site's rating is shown separately, exactly as that site displayed it. Ratings change over time, so the current figure on the source may differ.
- Facts come from public records. Product details, fees, eligibility, and licensing come from each company's own published materials and public records, and show the date we last verified them.
- How often we update. We recheck ratings, review counts, and company facts each time we update a page. Every rating shows the date we checked it, and every page shows the date it was last verified.
- How lists are ordered. Each list says how it is ordered — alphabetically unless noted otherwise.
If a company has no public review data on file, we leave that space empty rather than estimate. Always confirm current details with the provider before you decide.
ConsumerAdviser is compensated by some of the companies that appear on this site. If you apply, sign up, or purchase through links on this page, we may earn a commission at no additional cost to you. The appearance and order of companies on this site may be based on a combination of factors, including compensation and user conversion rates, except where prohibited by law. We do not publish scores or ratings of our own; any rating shown is a company's public rating on a named third-party site, with its date. This site does not include every company, product, or offer available in a category. Information is believed to be accurate as of each page's last-updated date and is subject to change.
